Building the Constitutional Future of New Europe presents a comprehensive constitutional vision for a sovereign, democratic and peaceful Europe adapted to the realities of the twenty-first century. Rather than proposing incremental institutional reforms, it introduces an original constitutional model based on an Open Modular Federation, combining effective European cooperation with national constitutional autonomy.
The proposal addresses the fundamental challenges facing Europe, including strategic sovereignty, democratic legitimacy, governance of complexity, economic competitiveness, security, technological leadership, financial resilience and cognitive sovereignty. It outlines a constitutional framework that clearly distributes competences between New Europe, Member States and voluntary integration modules while safeguarding democratic accountability, subsidiarity and the public interest.
Developed as an independent civic and academic initiative, the project invites constitutional scholars, policymakers, professionals and citizens to participate in designing a constitutional architecture capable of strengthening peace, improving quality of life and enabling Europe to become a confident and respected actor in an increasingly multipolar world.
