The Great Democratic Illusion: Democracy Without a Cognitively Sovereign Demos

The Great Democratic Illusion argues that contemporary democratic theory has increasingly confused democratic institutions with democracy itself. Elections, constitutions, representative assemblies and civil liberties remain indispensable, but they do not create democratic legitimacy. Democratic legitimacy originates in a sovereign demos capable of exercising meaningful influence over public decisions. The article introduces cognitive sovereignty as a necessary precondition for democratic self-government, arguing that democracy begins in the independent human mind rather than at the ballot box. It further proposes democracy as a dynamic equilibrium between individual liberty, the public interest and shared civic responsibility, while redefining democratic elites as relationships of public trust rather than permanent social classes. Building upon Aristotle, Rousseau, John Stuart Mill, Tocqueville, Robert Dahl and Jürgen Habermas, the article develops a contemporary normative framework addressing artificial intelligence, algorithmic influence, information warfare and cognitive engineering. It serves as the conceptual introduction to the Libertas Europa series on Integrated Democracy and democratic renewal in the twenty-first century.
